California would borrow $8.4 billion for research on the immune system and immune-based treatments. At least $4.2 billion would study cancer, heart disease, and Alzheimer's disease. The state would repay $500 million to $600 million yearly for about 20 years. Research income could repay some costs, but the amount is unknown.
