Adds a new Section 36, Code of Ethics and Ethics Board, to Article V of the Brownsville City Charter. It would require the City Commission to create an ethics board and to adopt, by ordinance, conflict-of-interest and disclosure rules in an ethics code covering elected officials, appointed officials, and city employees.
