Comal ISD Proposition B asks voters to authorize the district to issue up to $27,045,000 in general obligation bonds for technology, repaid by an unlimited ad valorem property tax. The board called the election by an Order Calling a Bond Election passed and approved on August 4, 2026. The ballot language reads: "THIS IS A PROPERTY TAX INCREASE. The issuance of bonds in an amount not to exceed $27,045,000 by the Comal Independent School District for the acquisition, improvement, and updates of technology equipment, systems, and infrastructure (including new classroom computers and devices), and the levying of a tax sufficient to pay the principal of and interest on the bonds and the cost of any credit agreements executed in connection with the bonds." The district describes the proposition as funding scheduled replacement of student laptops and classroom devices plus upgrades to network infrastructure, speed, connectivity, reliability and security. Texas law requires technology bonds to appear as a separate proposition, so Proposition B is voted on independently of Proposition A; the two Comal ISD propositions on this ballot total $567,000,000.

A YES vote means

A "FOR" vote authorizes Comal ISD to issue and sell up to $27,045,000 of bonds for technology equipment, systems and infrastructure, including new classroom computers and devices, and authorizes the board to levy an annual ad valorem tax without limit as to rate or amount to repay the bonds and any related credit agreements. The ballot states this is a property tax increase.

A NO vote means

An "AGAINST" vote denies the technology bond authorization, so Comal ISD may not issue these bonds or levy the associated repayment tax, and the classroom device replacement and network infrastructure upgrades described in this proposition would not be funded from this authorization. Proposition A is decided separately.
