Ballot Measure
Supports: Anti-Corruption, Government Spending Reduction
This amendment would add budget controls to Section 6-103 of the New Orleans Home Rule Charter. Allotments, reallotments, and interdepartmental transfers could not cause or reasonably be expected to cause a department to exceed a funding-category appropriation unless an operating-budget amendment is adopted and approved. Finance also could not issue transactions expected to exceed an annual budget category, and city administrators would have to provide the City Council monthly expenditure reports.
A YES vote means
A YES vote adds the proposed expenditure limits, anti-circumvention language, and monthly City Council reporting requirements to the Home Rule Charter, effective January 1, 2027 if approved by a majority.
A NO vote means
A NO vote rejects the amendment, leaving the existing Home Rule Charter budget-administration provisions unchanged.
