Ballot Measure
Government Efficiency (for), Public Safety and Crime Control (for)
Adds charter rules requiring primary and secondary county budget stabilization funds. The secondary fund would be separately held for emergencies, disasters, severe fiscal disruption, or continuity of foundational services; withdrawals from either fund would require at least four council votes, and secondary-fund withdrawals would require a replenishment plan and annual public reporting.
A YES vote means
A yes vote adds the two-fund stabilization framework, initially capitalizes the secondary fund with 10 percent of the primary fund's balance, limits authorized uses, requires a council supermajority for spending, and requires public reporting and replenishment planning.
A NO vote means
A no vote leaves the charter without the proposed separate catastrophic stabilization fund, mandatory transfer, use restrictions, four-vote spending rule, and reporting requirements.
