Ballot Measure
Baltimore would remove charter rules that require city contracts to go to the lowest bidder, that settle tie bids, and that set certain bid and performance bonds. The city could then write its own contracting rules. The change takes effect by November 7, 2028, or sooner if new rules are adopted.
