Authorizes Rhode Island to borrow $275 million in general obligation bonds — money the state borrows and pays back over time — for public college buildings: a new integrated health building at the University of Rhode Island, a workforce innovation center at the Community College of Rhode Island's Warwick campus, and a student success and career readiness center at Rhode Island College.
