Rhode Island could borrow up to $100 million for economic-development infrastructure. $55 million would prepare industrial sites through land work, cleanup, utilities, Quonset Business Park improvements, and possible I-195 District projects. $45 million would support infrastructure for ocean, defense, life-sciences, data-analytics, and related industries.
