Baltimore City Question G would revise City Charter rules for franchises and minor privileges. It would bar sale or franchise rental of the stormwater system while allowing conduit space rentals, move approval authority from the Board of Estimates to an executive agency under a new ordinance process, and remove obsolete street-railway and trolley provisions. Some removed sections would expire November 7, 2028, or earlier under implementing rules.
