Akron Issue 11 would add Charter Section 101b, requiring residential landlords to allow security deposits to be paid over three or six months and disclose that right. It would prohibit pre-lease fees, charges, deposits, or other payments and criminalize collecting residential rental application fees or failing to provide the required notice.
