Adds a Foundational Government Services Policy to the county charter. The county would have to prioritize state-mandated and foundational services, protect funding for specified elected offices and courts, favor foundational services before expanding discretionary programs, and maintain budget, reserve, revenue-stabilization, and financial-planning policies.
A YES vote means
A yes vote adds the policy to Article 6 and directs the County Council to adopt implementation ordinances that prioritize foundational and state-mandated services and long-term fiscal sustainability.
A NO vote means
A no vote leaves the county charter without the proposed Foundational Government Services Policy or its new funding-priority and implementation requirements.
