Lincoln's youth volleyball complex question would authorize Nebraska sports-facility turnback financing for the N4VB complex near 30th Street and Folkways Boulevard. It redirects part of existing state sales-tax revenue generated by the project and nearby development. City materials say it creates no new or increased local tax and estimated about $12 million of a then-$16 million project would come from turnback revenue, with the remainder privately raised.
