Today a California recall ballot asks two questions at once: remove the state officer, and pick a replacement. Proposition 5 ends the same-ballot replacement vote. A recalled officer's seat would instead be filled the way other vacancies are, and a recalled Governor would be replaced by the Lieutenant Governor for the rest of the term. If a Governor is recalled in the first two years of the term, voters would choose the replacement at a special election combined with the next statewide primary, with a runoff at the general election if no one wins a majority.
A YES vote means
A yes vote removes the replacement-candidate question from recall ballots. A recalled officer's seat is filled like other vacancies — the Lieutenant Governor finishes a recalled Governor's term — and the recalled officer cannot be appointed to the empty seat.
A NO vote means
A no vote keeps today's system, where the same recall ballot both removes the officer and elects a replacement, and the replacement wins with the most votes even without a majority.
