Carried Senate Bill 2166 in the Texas House, and it became law in June 2017 without the governor's signature. The law lets a small city spend its hotel tax money on tourism buildings. The hotel occupancy tax is a charge added to hotel room bills. The city must have 6,500 or fewer residents, at least 800 hotel rooms, and sit next to a county of 3.3 million people or more. The allowed uses include buying land for, building, running, and repairing a city-owned convention center, or a sports venue seating at least 4,500 people, or both. The Senate passed the bill 26-5 and the House passed it 135-11. Senator Brandon Creighton wrote the bill and Keough sponsored it in the House.
