Submitted written testimony to the Oregon Senate Committee on Natural Resources and Wildfire supporting Senate Bill 1076. He wrote as a licensed Oregon veterinarian since 1996 and co-founder of a Northwest Portland veterinary clinic. He said unregulated backyard breeding is a root cause of pet overpopulation, and that responsible breeders should welcome the bill's modest oversight and yearly fee. SB 1076 proposed a state licensing program for people who breed certain animals, plus inspections and fees.
